The CODATA member organization for China is the Chinese Academy of Sciences. The Chinese Academy of Sciences (CAS) joined CODATA in 1984 as a national member and organized the Chinese National Committee for CODATA (CN-CODATA or CODATA-China), which is comprised of 24 members from the CAS, related Ministries, Universities and Commissions. Acad Yaping Zhang, the vice president of CAS, is the Chairman of the CN-CODATA.

2024 activities
Scientific Data Conference 2024 Held in Chengdu by CODATA China
The 9th Scientific Data Conference: Scientific Data and Open Science was held in Chengdu by the Chinese National Committee of the Committee on Data of International Science Council (CODATA China) on September 19-21. The conference was convened by CODATA China, and co-organized by China Information Industry Association, National Science Library (Chengdu) Chinese Academy of Sciences and Computer Network Information Center of Chinese Academy of Sciences (CNIC, CAS). CNIC is the host organization of the CODATA China secretariat and co-host organisation supporting the International Programme Office of CODATA’s Global Open Science Cloud initiative.
More than 700 data experts from different research areas attended the conference including academicians, executives from more than 90 national science data centers, and public data and scientific data curators. Experts from the UNESCO Beijing Office, Europe, Africa and Asia also introduced open science initiatives of UNESCO and other countries. Professor Johannes John-Langba, Cochair of the Data Ethics Task Groups (DETG), delivered a presentation at the “Scientific Data Policy and Standards” session, hosted by another Co-chair of DETG, Professor Lianglin Hu. In his presentation, he introduced the progress in international data governance and ethics at the global level, emphasizing the urgent need to expedite the establishment of fair and ethical data governance structures worldwide.
The conference featured five forums including a forum on the development of National Scientific Data Centers, as well as 42 sessions on four themes related to both local and CODATA’s global priorities including Open Science and Open Data (Theme A: 9 sessions), Frontiers of Data Science across Domains (Theme B: 9 sessions), Scientific Data and AI-driven Science (Theme C: 16 sessions), and Software Tools and Infrastructures for Scientific Data Management (Theme D: 8 sessions).
The conference was convened by CODATA China, co-organised by research institutions and the CNIC addressing local priorities advised by National Center for Science and Technology Infrastructure and Bureau of Basic and Technology Capacity of CAS. The conference programme also addresses cross-domain challenges recommended by CODATA.

2024 International Training Workshop on Scientific Data and Technology
On 18 November, the 2024 International Training Workshop on Scientific Data and Technology was successfully commenced at the CAS Informatization Plaza. A selection of twenty-one international participants gathered in Beijing, chosen from over 300 applications. The workshop was jointly hosted by the CODATA Chinese National Committee co-hosted by CODATA, the Computer Network Information Center of the Chinese Academy of Sciences (CNIC, CAS) and the National Basic Science Data Center. Professor Lianglin HU, Secretary General of CODATA Chinese National Committee and Director of National Basic Science Data Center, chaired the opening ceremony.
Before the 2024 Training Workshop, CODATA CNIC Training Workshop has been successfully held seven times since 2012. This year’s workshop focused on enhancing capacity for Scientific Data Standards and Technology.
During the opening remarks, Professor Hui Sun, Director of the International Cooperation Bureau of the Chinese Academy of Sciences, and Professor Qiao Wang, Vice Director of Science and Technology Division of CNIC, CAS, which also houses the office for CODATA China Secretariat, both extended a warm welcome to all trainees. In addition, the following introductions from convenors CODATA gave trainees on insights of CODATA’s leadership and achievements in advancing global scientific data initiatives and CNIC, CAS introduced the information infrastructure and the practice of open sharing of scientific data. As highlighted, sharing and standardising scientific data is a collective goal pursued by the global scientific community; the workshop presents valuable opportunity to enhance collaboration in Scientific Data Management, Standards and Technology among these worldwide trainees.
As scientific research intensifies and interdisciplinary collaboration increases, scientific data has become a vital catalyst for innovation. However, the diversity, complexity, and ever-growing volume of data pose significant challenges to data management, sharing, and analysis. To address these challenges, strengthening the construction of scientific data standards and the application of technology becomes particularly important.

Recent activities (2020 onwards)
The 8th Scientific Data Conference was planned to be held in August 2022 in Qingdao, Shandong Province, China.
In 2022, it was planned to hold workshops on open science, data management and applications.
In addition, CODATA-China has been active in a number of important recent activities.
Support for the Global Open Science Cloud initiative
The Chinese Academy of Sciences (CAS) provided seed money for the Global Open Science Cloud initiative, and the Computer Network Information Center (CNIC) of the CAS is working with CODATA to establish an international project office for coordinating discussions among task groups and producing case studies. CN-CODATA experts hold the post of co-chairs, secretariat members and members, support and participate in discussions on topics including data interoperability, policy and legal, SDG-13 climate change and natural disasters, incoherent scatter radar data fusion and computation, technical infrastructure and sensitive data federation analysis in population health, etc.
Open Data Workshop organized by CODATA-CN
The CODATA Chinese National Committee held a workshop on local open data challenges and practices at Computer Network Information Center(CNIC) of Chinese Academy of Sciences on 29 June 2022. Participants include local open data practitioners from international data centers, national data centers, data repositories and data publishing institutions.
ZHU Yanhua, senior engineer of CNIC’s Big Data Department, introduced progress on open data policy study based on literature review and local survey. Participants had insightful discussions on challenges and key issues related to open research data, and proposed topics for future actions to foster open data culture and practices in China.
Workshop on ‘Open Data for Open Science’ was held
On 3 March 2022, an ‘Open Data for Open Science’ Workshop, organized by CODATA China National Committee, was held successfully. Around twenty experts and scholars with open science research backgrounds from the Institute of Science and Technology, the Chinese Academy of Sciences, and other universities participated in the workshop. Lianglin Hu, Secretary General of the CODATA China National Committee, chaired the workshop. The workshop was composed of presentations by domain experts and with discussions to follow.
The participants had in-depth and enthusiastic discussions on the current situation and development of open data and open science and concluded that development will continue to increase impact on the academic publishing community. Under the influence of relevant state policies and with the increasing call for open science, how to balance the relationship between data ethics, data security, and data standards is a major challenge in promoting open data sharing. Scientific researchers and the public will benefit from the development of open science. It is recommended to enhance open science education, carry out demonstration projects, increase the participation of universities, protect data property rights, and promote the implementation of open science in China by considering the actual needs of national development.
Data ethics workshop was held successfully
On 17 Jan 2022, the workshop ‘Scientific Data Ethics in the Digital Economy’ was held virtually for epidemic prevention and control reasons, organized by CODATA China National Committee. More than thirty experts and scholars from fields including population health, agri-food, earth observation, ecology and environment, intangible cultural heritage protection and big data attended. Chaired by secretary general of CODATA China National Committee Lianglin Hu, the workshop was composed of presentations by domain experts followed by discussions.
Experts introduced ethics problems and developments in various fields in China and the relationship with the ethics of scientific data, sharing their concerns and thoughts on data ethics implementations. Attendees had in-depth and lively discussions on ethical issues in various fields and its evolution with data ethics. Lianglin Hu concluded that “In the era of the digital economy, the demand for data ethics is getting higher and higher. Balancing the relationship between data development and utilization, open sharing, data security, and reducing the ethical risks that may arise from data sharing and utilization is surely a major challenge. It is of great theoretical value and practical significance to systematically explore the ethics of scientific data, while the connotation and extension of the ethics of scientific data need to be further explored.”
Successfully held the 7th Chinese Scientific Data Conference on the theme, ‘Scientific Data and Field Scientific Observation Research Stations’
The 7th Chinese Scientific Data Conference on the theme, ‘Scientific Data and Field Scientific Observation Research Stations’ was successfully held in Hohhot, Inner Mongolia from 11 to 12 October 2021. The conference is an annual event convened by the Chinese National Committee of Committee on Data for International Science Council (CODATA), supported by National Center for Science and Technology Infrastructure, Office of the Leading Group for Cybersecurity and Informatization of the Chinese Academy of Sciences (CAS), the Department of Information Science of the National Natural Science Foundation of China, and Department of International Cooperation of the Chinese Association for Science and Technology.
The conference program was organized by the CAS Institute of Geographical Sciences and Nature Resources and the CAS Computer Network Information Center around three themes: “Data Management and Applications for Scientific Observation and Research Stations in the Field”, “Scientific Data Governance and Services in Disciplines”, and “Common Technologies for Big Data Management and Applications in Science”. Twenty-five sessions were co-organized by experts from the CODATA-China network focusing on data integration and innovation-driven applications of scientific data related to CODATA strategies and actions such as data for the prevention and control of COVID-19, earthquake prevention and disaster reduction, carbon neutrality and sustainable development. The conference is dedicated to promoting the recognition of CODATA in China and the implementation of the CODATA Decadal Program and local research data strategies across domains.

Future Objectives
- To construct an Expert Committee on Scientific Big Data, which aims to explore big data issues and technologies.
- To establish a working group on data publication and data ethics.
- To promote the data sharing of CAS and also national data sharing, and to support more Chinese scientists to attend CODATA activities.
