of the Research Data Alliance was held last week (23-25 September 2015) at CNAM, the Conservatoire national des arts et m\u00e9tiers.<span class=\"Apple-converted-space\">\u00a0 <\/span>This was the largest RDA plenary so far with roughly 700 participants.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-606\" title=\"Axelle href=\"https:\/\/rd-alliance.org\/sites\/default\/files\/attachment\/BarbaraRyan_GroupEarthObservations.pdf\" target=\"_blank\">Barbara Ryan\u2019s keynote<\/a> and the impromptu and well-informed talk given by the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Axelle_Lemaire\" target=\"_blank\">French Minister of State for Digital Affaires, Axelle Lemaire<\/a>.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">This was a somewhat different Plenary for me than previous ones.<span class=\"Apple-converted-space\">\u00a0 <\/span>RDA Plenaries have a chaotic, \u2018unconference\u2019 feel, with a lot of \u2018Birds of a Feather\u2019 sessions to collect together interested parties and Interest Groups working out their activities, as well as Working Groups reporting on their progress.<span class=\"Apple-converted-space\">\u00a0 <\/span>It is an exciting model, with huge potential, but it also requires perseverance and patience; for people both to stand up for their ideas and to be willing to collaborate and compromise.<span class=\"Apple-converted-space\">\u00a0 <\/span>These are good things, of course.<span class=\"Apple-converted-space\">\u00a0 <\/span>Watching them evolve is fulfilling, fascinating and frustrating in equal measure, as it must be.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><a href=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2015\/10\/rda6plenary_intdataweek2016_zoom_c_capdigital.jpg\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-613 size-medium\" title=\"Simon Hodson, CODATA Executive Director, talk during the International Data Week 2016 session (c) Cap Digital\" because I am heavily involved in three very active and productive Groups and I had to focus on these and other meetings, at the expense of engaging with BOFs and other TGs or WGs.<span class=\"Apple-converted-space\">\u00a0 <\/span>I\u2019m sure the cycle will swing round again, but this was a Plenary to be more focused and productive.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The CODATA community was very actively involved and there are a number of joint Working Groups and Interest Groups.<span class=\"Apple-converted-space\">\u00a0 <\/span>Here are the key activities:<\/p>\n<h3 class=\"p1\"><b>RDA-WDS Interest Group on Cost Recovery for Data Repositories<\/b><\/h3>\n<p class=\"p1\" style=\"text-align: justify;\"><a href=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2015\/10\/RDA_Logotype_CMYK.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-596 \" (max-width: 211px) 100vw, 211px\" \/><\/a>Along with Ingrid Dillo of DANS and the WDS Scientific Committee, and Anita de Waard of Elsevier Research, I am one of the co-chairs of this co-branded RDA-WDS Interest Group.<span class=\"Apple-converted-space\">\u00a0 <\/span>The focus of the activity is to analyse current income streams for data repositories, to understand how they are changing and what new sources of income may be available if the repository needs to evolve its business model to ensure sustainability.<span class=\"Apple-converted-space\">\u00a0 <\/span>In depth interviews were conducted with some 25 data repositories and the findings of those interviews have now been written up into a draft report.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">In a shared session with the RDA Interest Group on Domain Repositories, we presented the key findings of the report which include a landscape analysis of the types of income streams and a typology of the overall business models encountered.<span class=\"Apple-converted-space\">\u00a0 <\/span>Participants of the session then conducted a SWOT analysis of these business models.<span class=\"Apple-converted-space\">\u00a0 <\/span>The results of this will be published soon.<\/p>\n<ul>\n<li class=\"p1\"><a Page<\/a><\/li>\n<\/ul>\n<h3 class=\"p1\"><b>CODATA-RDA Interest Group on Legal Interoperability<\/b><\/h3>\n<p class=\"p1\" style=\"text-align: justify;\"><a \/><\/a>As Mark Parsons said in his introductory talk, the CODATA-RDA Interest Group has been cranking out the work!<span class=\"Apple-converted-space\">\u00a0 <\/span>At the Fifth Plenary in San Diego, we presented a definition and a set of high level \u2018Legal Interoperability Principles for Research Data\u2019.<span class=\"Apple-converted-space\">\u00a0 <\/span>Legal interoperability is an attribute which is important for the reuse of research data.<\/p>\n<p class=\"p1\"><i>Legal interoperability occurs among multiple datasets when:<\/i><\/p>\n<ul>\n<li class=\"p1\"><i>use conditions are clearly and readily determinable for each of the datasets,<\/i><\/li>\n<li class=\"p1\"><i>the legal use conditions imposed on each dataset allow creation and use of combined or derivative products, and<\/i><\/li>\n<li class=\"p1\"><i>users may legally access and use each dataset without seeking authorization from data rights holders on a case-by-case basis, assuming that the accumulated conditions of use for each and all of the datasets are met.<\/i><\/li>\n<\/ul>\n<p class=\"p1\" style=\"text-align: justify;\">The principles identify the primary issues to be addressed to achieve such legal interoperability.<span class=\"Apple-converted-space\">\u00a0 <\/span>Over the last six months, the group has been developing a set of practical implementation guidelines for these principles.<span class=\"Apple-converted-space\">\u00a0 <\/span>The crank has been turned by many hands through a regular series of online calls.<span class=\"Apple-converted-space\">\u00a0 <\/span>The session discussed the draft document and laid out our schedule to deliver a completed set of Implementation Guidelines for the Principles on the Legal Interoperability of Research Data<\/p>\n<ul>\n<li class=\"p1\"><a href=\"https:\/\/docs.google.com\/document\/d\/1gXiMR6QKRGQhIIP0Er2FdX7U3C9fHfbQGcySRwhjCpQ\/edit?usp=sharing\" target=\"_blank\">Implementation Guidelines for the Principles on the Legal Interoperability of Research Data<\/a><\/li>\n<li class=\"p1\"><a href=\"https:\/\/rd-alliance.org\/group\/rdacodata-legal-interoperability-ig\/wiki\/legal-principles-data.html\" target=\"_blank\">Legal Interoperability Principles for Research Data<\/a><\/li>\n<li class=\"p1\"><a href=\"https:\/\/rd-alliance.org\/ig-rdacodata-legal-interoperability-p6-meeting-session.html\" target=\"_blank\">RDA P6 Session Page<\/a><\/li>\n<\/ul>\n<h3 class=\"p1\"><b>CODATA-RDA Working Group on Data Science Summer Schools<\/b><\/h3>\n<p class=\"p1\" style=\"text-align: justify;\">This activity starts from the premise that contemporary research \u2013 particularly when addressing the most significant, transdisciplinary research challenges \u2013 cannot be done effectively without a range of skills relating to data. This includes the principles and practice of Open Science and research data management and curation, the use of a range of data platforms and infrastructures, large scale analysis, statistics, visualisation and modelling techniques, software development and annotation and more. We define \u2018Research Data Science\u2019 as the ensemble of these skills.<\/p>\n<p class=\"p1\">The CODATA-RDA Working Group on Data Science Summer Schools aims to address this recognised need for a means to develop additional skills through a scalable and consistent series of short courses or \u2018Summer Schools\u2019.<span class=\"Apple-converted-space\">\u00a0 <\/span>The model builds on <a href=\"http:\/\/www.codata.org\/events\/workshops\" target=\"_blank\">existing CODATA activities<\/a>, and brings together partners and with expertise and reusable materials to create a coherent whole that is more than the sum of its parts.<span class=\"Apple-converted-space\">\u00a0 <\/span>The partners include Software Carpentry, Data Carpentry and the Digital Curation Centre.<\/p>\n<p class=\"p1\"><a href=\"http:\/\/www.codata.org\/news\/75\/62\/Get-Ready-to-Apply-for-the-CODATA-RDA-Research-Data-Science-Summer-School\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-616\" src=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2015\/10\/RDA_data_science_summer_schools_Medium-225x300.jpg\" alt=\"IMG_5511\" width=\"225\" https:\/\/codata.org\/blog\/wp-content\/uploads\/2015\/10\/RDA_data_science_summer_schools_Medium.jpg 960w\" sizes=\"auto, (max-width: 225px) 100vw, 225px\" \/><\/a>The first introductory Research Data Science Summer School will be hosted by the International Centre of Theoretical Physics, in Trieste, Italy, 1-12 August 2016.<span class=\"Apple-converted-space\">\u00a0 <\/span>The ICTP is generously providing accommodation and board for up to 120 participants.<span class=\"Apple-converted-space\">\u00a0 <\/span>Travel funding for 30-40 students has been secured from ICTP, TWAS and CODATA and discussions are ongoing with other sponsors and funders.<\/p>\n<p class=\"p1\">The session discussed the approach and included a call for further collaborators and funding.<\/p>\n<ul>\n<li class=\"p1\">In addition to these three Groups, with which I am directly involved as co-chair or facilitator, there were three other activities with connections to CODATA Task Groups.<\/p>\n<h3 class=\"p1\"><b>CODATA DAR TG-RDA Data Rescue IG<\/b><\/h3>\n<p class=\"p1\">The CODATA DAR TG-RDA Data Rescue IG held a joint session, entitled \u2018The Data Corridor: You, The Past, and The Future\u2019.<\/p>\n<p class=\"p1\">From the session description:<\/p>\n<p class=\"p1\" style=\"padding-left: 30px;\"><a href=\"http:\/\/www.codata.org\/news\/47\/62\/Elizabeth-Griffin-The-Past-is-an-Essential-Component-of-the-Future\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-619 size-medium\" title=\"IEDRO image illustrating E.Griffin's article &quot;Rescuing historical Scientific Data&quot;\" src=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2015\/10\/data_rescue_image_ruined_archives_IEDO_lowdef-300x225.jpg\" alt=\"data_rescue_image_ruined_archives_IEDO_lowdef\" width=\"300\" Group plans to publish a book on &#8220;Data Rescue&#8221;.<span class=\"Apple-converted-space\">\u00a0 <\/span>It will set the scene, describe and expand the rationale, define the benchmarks, and present selected Case Studies.<span class=\"Apple-converted-space\">\u00a0 <\/span>Which Case Studies to include can be a topic for open discussion at this session.<span class=\"Apple-converted-space\">\u00a0 <\/span>An added intention is that a (possibly annual) Newsletter (online) will be issued to update the Case Studies and report new ones.<\/p>\n<p class=\"p1\" style=\"padding-left: 30px;\">The RDA\/CODATA Data Rescue Group has also been charged with presenting &#8220;Guidelines&#8221; for rescuing data.<span class=\"Apple-converted-space\">\u00a0 <\/span>Activities involved in the recovery, digitizing, preserving of originals, plus the dissemination and archiving of the digitial versions, all need to be included in those Guidelines.<span class=\"Apple-converted-space\">\u00a0 <\/span>The Group will hold a Workshop on Data Rescue in Boulder in the Fall of 2016, where topics for the Guidelines will also be addressed.<span class=\"Apple-converted-space\">\u00a0 <\/span>However, the Workshop will probably appeal more to data producers while the RDA community tends to include more data managers.<span class=\"Apple-converted-space\">\u00a0 <\/span>This session will therefore seek input from aspects of data management regarding contributions to those Guidelines.<\/p>\n<ul>\n<li class=\"p1\"><a href=\"https:\/\/rd-alliance.org\/ig-data-rescue-p6-joint-session.html\" target=\"_blank\">RDA P6 Session Page<\/a><\/li>\n<li class=\"p1\"><a href=\"http:\/\/www.codata.org\/task-groups\/data-at-risk\" target=\"_blank\">CODATA Data at Risk Task Group<\/a><\/li>\n<\/ul>\n<h3 class=\"p1\"><b>CODATA TG on Science and the Management of Physical Objects in the Digital Era<\/b><\/h3>\n<p class=\"p1\">The CODATA TG on Science and the Management of Physical Objects in the Digital Era held a \u2018Birds of a Feather Session\u2019 on \u2018Persistently Linking Physical Samples with Data and Publications: A Matter of Reproducible Research\u2019 with a view to establishing an RDA Interest Group.<span class=\"Apple-converted-space\">\u00a0 <\/span>The objectives of the BOF were:<\/p>\n<ol>\n<li class=\"p1\">To identify as many systems, both domain specific and cross domain, that are being developed to manage physical objects and data and publications derived from them.<\/li>\n<li class=\"p1\">To facilitate international cooperation to develop harmonized approaches and best practices for physical object identification and digital curation.<\/li>\n<li class=\"p1\">To build linkages between object repositories and museums, digital data repositories, scientific publications, and science communities.<\/li>\n<li class=\"p1\">To enable the facilitation of object and sample identification infrastructure both at the national and international levels.<\/li>\n<\/ol>\n<ul>\n<li class=\"p1\"><a href=\"https:\/\/rd-alliance.org\/persistently-linking-physical-samples-data-and-publications-matter-reproducible-research-p6-bof.html\" target=\"_blank\">RDA P6 Session
