{"id":127,"date":"2014-02-01T16:37:16","date_gmt":"2014-02-01T16:37:16","guid":{"rendered":"http:\/\/codata.org\/blog\/?p=127"},"modified":"2014-02-01T16:37:16","modified_gmt":"2014-02-01T16:37:16","slug":"open-data-policies-are-much-more-economically-generative-than-closed-ones","status":"publish","type":"post","link":"https:\/\/codata.org\/blog\/2014\/02\/01\/open-data-policies-are-much-more-economically-generative-than-closed-ones\/","title":{"rendered":"Open Data Policies Are Much More Economically Generative Than Closed Ones"},"content":{"rendered":"<p>During the recent <a href=\"https:\/\/codata.org\/blog\/2014\/01\/21\/implementation-of-data-sharing-principles-geo-side-event\/\" target=\"_blank\">GEO Plenary<\/a>, <a href=\"http:\/\/www.scidev.net\/global\/data\/news\/misguided-nations-lock-up-valuable-geospatial-data.html\" target=\"_blank\">an article appeared on SciDevNet<\/a> that communicated the case for the importance of such data sharing initiatives.<\/p>\n<div id=\"attachment_128\" style=\"width: 310px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2014\/02\/uhlir-resize.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-128\" class=\"size-medium wp-image-128\" alt=\"uhlir-resize\" src=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2014\/02\/uhlir-resize-300x263.png\" width=\"300\" height=\"263\" srcset=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2014\/02\/uhlir-resize-300x263.png 300w, https:\/\/codata.org\/blog\/wp-content\/uploads\/2014\/02\/uhlir-resize.png 366w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-128\" class=\"wp-caption-text\">Paul Uhlir, Director of the Board on Research Data and Information at the US National Academy of Sciences, and one of the CODATA Co-Chairs of the GEO Data Sharing Working Group<\/p><\/div>\n<p>In the article, Paul Uhlir\u2014one of the CODATA co-chairs of the <a href=\"http:\/\/www.earthobservations.org\/geoss_dsp.shtml\" target=\"_blank\">GEO Data Sharing Working Group<\/a>\u2014makes the point that for developing countries, the belief that government data may represent a lucrative revenue stream is deeply misguided.&#8217;\u00a0 Sometimes government and research data from developing countries is seen as a valuable commodity that can be monetized: &#8216;but, quite frankly, open [data] policies are much more economically generative than closed ones.\u00a0 By hoarding the data they&#8217;re minimising massively its value for other uses and shooting themselves in the foot.&#8217;<\/p>\n<p>This is particularly strongly the case for geospatial data.\u00a0 As the article points out:<\/p>\n<p style=\"padding-left: 30px;\"><em>The potential of such data that incudes geographic positioning information, including satellite imagery, to aid fields such as disaster response, agriculture, conservation and city planning far outweighs any potential value from selling the information.<\/em><\/p>\n<p><a href=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2013\/11\/groads-v1-africa.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-48\" alt=\"groads-v1-africa\" src=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2013\/11\/groads-v1-africa-231x300.png\" width=\"231\" height=\"300\" srcset=\"https:\/\/codata.org\/blog\/wp-content\/uploads\/2013\/11\/groads-v1-africa-231x300.png 231w, https:\/\/codata.org\/blog\/wp-content\/uploads\/2013\/11\/groads-v1-africa-791x1024.png 791w, https:\/\/codata.org\/blog\/wp-content\/uploads\/2013\/11\/groads-v1-africa-624x807.png 624w\" sizes=\"auto, (max-width: 231px) 100vw, 231px\" \/><\/a>The articles also highlights the work of the the <a href=\"https:\/\/codata.org\/blog\/2013\/11\/13\/codata-roads-task-group-at-the-global-geospatial-conference\/\" target=\"_blank\">CODATA Global Roads Task Group<\/a> to create Open Access roads data set.<\/p>\n<p style=\"padding-left: 30px;\"><em>Although companies already provide accurate road maps, data cannot be extracted freely for other applications, limiting their use to navigation, or to commercial users with deep pockets.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>By offering open-access information, gROADS allows the development sector, governments, civil society and researchers to conduct studies, plan services and develop new applications from the existing data sets.<\/em><\/p>\n<p>Read the rest of the article at <a href=\"http:\/\/www.scidev.net\/global\/data\/news\/misguided-nations-lock-up-valuable-geospatial-data.html\" target=\"_blank\">http:\/\/www.scidev.net\/global\/data\/news\/misguided-nations-lock-up-valuable-geospatial-data.html<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>During the recent GEO Plenary, an article appeared on SciDevNet that communicated the case for the importance of such data sharing initiatives.
